What is your fastest way to level up in Payday 2?

Do Rats and Firestarter as long as they dont have negative xp, play bank or diamond store stealth to get stealth xp before you do the high xp heists.

before doing high xp heists as FF or Rats, i do Diamond store stealth on normal to get +30% exp boost.

Learn how the boost system works.
Avoid playing on normal, not only is it too easy, you also get junky xp.
Always try to play Very Hard or higher once you hit level 60-70 or so.
Take pro jobs when you have the chance.
Don't fail missions; learn to carry when needed.

Diamond store normal difficulty speedrun for 30% bonus is 45min with pagerblock ecm or less than 3 min without. Wondering if you meant that rather than jewelry

rats/firestarter pro on VH are great for early leveling, switch them up with nonpro Overkill until you can do them consistently and switch to pro overkills at that point.
You'll end up learning those two levels well as they're the main way to get xp in this game. BigBank on OK gives decent xp, so that can help mix things up. Other than BigBank ok xp and shadowraid ok cash the decent payout levels are the multiday jobs (esp xp payouts on pro multiday jobs).

When you're bored of them it is in fact possible to farm the stealth jobs for decent xp (Framing frame dw pro with 50% stealth boost and high xp boost has given me 943k xp, and it only took 20 minutes, requires a good crew and some stealth skills tho. election day pro is decent and quick too)

Election Day Deathwish (Stealth), right after that Shadow Raid Deathwish. If both are negative it's time for Rats and Firestarter over and over again.
If they're negative it's time for Big Oil and Train Heist.

RNG. Sometimes you may not get an ECM, but most OVK runs you'll have 1 or 2.

OVK Vlad missions (4 stores is super-fast, mallcrasher is fast, ukrainian job can be done as fast as you can drill) to gain first several dozen levels, OVK Train Heist/DW stealthes afterwards.

Or you can ask your mates to powerlevel you. When I've been dragging my friend through OK Mallcrasher+OK 4stores+OK nightclub+4xDW banks I took him I-0 and left him I-40+ and it didn't take an hour.
And, when I was speedrunning Rats in the ancient times, I've seen people go from L0 to L40 in 2 runs - think it can still be achieved with a Proverkill run of Rats + Proverkill run of FS.

It only spawns sometimes. But it never spawns in Deathwish

Get your high level friend and do some Deathwish heists. That's what my friends did.

As of right now, Hotline Miami Pro on Overkill/Deathwish give a ton rn and they can be done kinda seldom quickly? Assuming you don't cook/bother with the bags
