Then there's the Joker skill named after the Joker and an Achivement "No one cared who i was" which is a quote from Bane from one of the 3 Nolan Batman movies.
It's very obvious. It's also very obvious that Overkill took a lot from movies and series. It isnt just Heat as you seem to think.
And Simon Viklund said the inspiration for the original 4 masks came from the Dark Knight:

Electrified vault door on FS day 3, Bus crashing through the Benevolent Bank wall, the ones ShadowAngel already mentioned, and i'm sure there's more.
And then there's all Heat references, and a bunch of others from other heist flicks.
love the heat references and the dark knight ones didnt hurt either. pretty nice game when you look at it.

I have no doubt that the Clown masks were inspired by The Dark Knight in the first place. There are plenty of other references and inspirations for PAYDAY, such as Heat, Point Break, and other movies/events, but PAYDAY as a whole is a unique specimen.
