ECM Jammers on doors?

I know I can use these to mess with cameras and unlock ATMs, sometimes I see them on doors with keycards, but I can't use them on them or if I put them near by on a wall nothing happens. Why is the ECM jammer on these doors/keycard things if I can't use them on them? Do I need to be stealthed?

You need aced ECM Overdrive, and you need to interact with the keypad, which is different from simply placing an ECM down like you would normally.
