it is automaticlly installed as an update

You "might" have to exit Steam/Restart your computer for it to automaticly download.

EDIT: Had to remove some text since I just double checked what I wrote, it was untrue x)

EDIT2: It should however automaticly download. Try exiting Steam as a program and restarting Steam. Have had to do that for quite a few games.

All dlc is downloaded/installed with the game. If you can't access it try restarting the game/steam.

The reason for it always being downloaded is that you have to have the files in order to see them from people who do own them. And in the case of paid heists, you need those to join others even though you don't own them.
