Smooth talker
Hi, I'm new to this game and i was wonderingwhere the smooth talker perk is? any pointers

It was changed so that all players can answer 4 pagers now.

Skill was replaced.

Basic is now included by default, Aced is now in the spotter skill (basic)

It's in the Xbox 360 and PS3 versions of the game (I think) but not in the PC version or current gen consoles.

Well there use to be a perk called smooth talker, you had the ability to answer 4 pagers

Yeah, it's no longer a skill. Everyone has it by default, it was replaced by a better "Control Freak".

It was replaced by Spotter. Control Freak replaced or rather was merged with Inside Man ACE (Basic was removed)
