All it does is give you a chance to bodyshot tans, which you should not be doing. Armor Piercing can not pierce shields or walls. It's useless.
With that said though, you still could be using rogue if armor piercing was that important to you. It's only 5%. It's not really a big difference.
...but they're pretty underwhelming.
And only for shotguns.
Iirc, those skills and perks only give *a chance* to pierce armor anyway, which isn't reliable enough to count on when you can just blow their face off anyway.
It might also be effected by the accuracy and stability of whatever weapon OP is using and the distance they are firing from. If the cluster of shots aimed at the head are also routinely hitting the body, they might sometimes be doing a little extra damage there. That said everyone in this thread has been right, AP from rogue and ghost is next to useless.
