Attaching a mod often costs money. Removing a mod costs you nothing, but does not give you anything back either. The mod is returned to your inventory, but you will have to pay money to use it again.

Everything you've described works as designed. Not to say it's perfect, but there is no problem here. Yes, reattaching weapon mods costs just as much money as the first time.

but that's so misleading because it said that the mod would be in your inventory so I ended up wasting $44k because of it, they should really change it.

The game's idea is that most mods, require money to be installed. To install mods, you need to have at least one in inventory first. You can obtain mods from loot cards, or purchase with 6 continental coins. If you unequipped a mod, the mod will return to your inventory and the next time when you want to equip the mod, you only need to pay for the installation fee.

As a side note, cash is the least thing to worry in PayDay2, you will understand when you play more

Because it is in your inventory. The cost is for equpping the mod, not buying it.
