How do i dominate guards ? (all types of guards )

You need the skill dominator.
and you have to quickly press your Use/action key at soon as he spots you, if he starts moving he won't be dominable.

you need the dominate skill in the amtermind tree

then press the shout key (its f or e default) at an enemy to make an attempt for them to surrender. you should playa voiceline if done within range (skills can increase this range) it works better on hurt and relaoding enemies

they require to be shouted at repeatedly to ge tthem to cuff themselves if you leave em at hands up they will soon return to firing at you

They should rework the whole dominating skill. Why can you shout at the units when you don't have the skill and cannot even dominate them? When I moved from PAYDAY: The Heist into this, it gave me false impression that I can dominate like "usual". Either make dominating a basic player mechanic or remove the domination animation while no skills are unlocked.

I'd say this is not completely true. Sometimes they are just looking for a right spot to be dominated (due to lag between host and you). This was bigger issue in PAYDAY: The Heist where your teammates constantly shot the unit that was walking entire hallway backwards trying to get into a position to be dominated. Of course, if you only have the basic skill unlocked it will be pretty hard to dominate stronger units.

That's a no brainer, pagers are only in stealth. So of course having to answer them would only be during stealth

You need the skill ''Dominator'' in mastermind to dominate people
Once you have it , you press F on an enemy until he gets his arms up. When he does, you did it right. Press F 2 more times to have him put his cuffs on
Ace Dominator makes heavies units (FBI Armored units etc) easier to dominate.
Joker is an upgrade to it . After you dominate someone , you can convert him to fight for you.
Ace Joker just makes the converted unit more powerful.

First you take a bunch of damage waiting for them to put their hands up and then once you get them to surrender and are about to cuff them your teamate shoots them and wastes all the effort.

You forgot the part where the gunshots alert all of the Civs on the map, and the camera sets off the alarm.

You need to have the skill first.

Then during stealth, once a guard spotted you, shout at it to dominate.

Then answer pager.
