Disturbing the peace
So I have been building into the muscle Perk Deck and once I got Disturbing the peace, Ididnt really notice my SMGs or sniper rifles causing any kind of Panic, how much does it actually do and how can I tell if an enemy is paniced?

The will trip, stop shooting entirely and curl up with their hands over there ears and start shaking their head in terror
LMGs and the Minigun have the best chances to do this.

Just fire a few from an RPK into a crowd of cops and see how many cease fire. You'll get my point pretty damn quick.

Does this happen if I am shooting in the general area of them or d o Ihave to hit them, or maybe kill another enemy by them?

No, any bullet passing close can proc Panic.

I don't think hits or kills or even headshots have any effect on the probability.

Though I could be wrong.

Just shoot near them, a miss will trigger the effect with the same possibility as shooting another cop near the one, you want to crumble in fear.

Panic is an offshoot of Suppression. Every time you suppress an enemy (fire a shot near the enemy but not too near) you roll the dice on Panic. The Panic proc has a flat chance to happen on every suppressing shot, though I don't remember off-hand what that chance is. When you proc Panic, the affected cop will drop to one knee and clutch his head like he's suffering a psychic attack. It's pretty easy to miss since it looks like the cop just kneeled from regular suppression.

While we are on this topic, how exactly does suppression work? I know it is a thing but never really understood its effect

Suppression should work depending on how much threat your weapon has. I believe the long guide has stuff about it.

What I can offer is a simplified write-up. If you want a proper explanation, I'd suggest reading the Long Guide on the subject.

Basically, every time you fire a shot "near" a cop, you suppress him a little. What defines "near" depends on the distance you are from the cop, but basically somewhere around him is good enough. How much you suppress the cop per shot depends purely on your weapon's threat and how "close" you came (though bizarrely, the farther away your shot was while still within the range, the more you suppress). Suppression builds up on each cop separately and can shift them between several states.

Normally, cops stand up and behave as normal. If you suppress them for a it, they'll crouch. This has the effect of making them shoot half as quickly and reducing their accuracy by half. If you suppress them further, they'll abandon their objective, try to run away and eventually try to break line of sight with you. Shooting a cop directly suppresses him for the full amount.

Basically, you want to make cops crouch, because they're CONSIDERABLY less dangerous in those cases. LMGs are the best at this, especially at long range. It's usually useful to just fire indiscriminately in the general direction of cops. Even if you don't hit them, you'll usually suppress them enough to "cover" your allies who may want to cross open ground or get to cover.
