+1 for 4 stores, sometimes you get a group of 5 spawning in an alley, with another 5 close by. That's how I got my Fugu Fighter achievement (which gave me a LOT more trouble than it should have done... damn you fast acting poison!)
1) Start OFFLINE watchdogs
2) Wait for the truck to open the doors
3) Kill as many as you can within 8 seconds (7 seconds to be safe)
4) Restart heist
5) Kill your remaining quota
Long version: If you restart a heist while attempting such timed achievements, the timer gets restarted while the kill count remains and gets carried over to the next game.
Get the camera feed and shutter codes.
Mask up, run into the store, close the shutters, start tying people down.
Run through the back offices and into the alley behind the store.
Watch the camera feed for the front of the store.
You'll notice cops clustering in one spot.
Once you've counted 10, run back through the store and out the front door.
Kill (x 10).
So, cheat.
