Report a translation problem
Don't force Anisotropic Filtering(AF) and/or Anti-Aliasing(AA) through your GPU driver software, like the Nvidia Control Panel, AMD Catalyst Control Center or Intel Graphics and Media Control Panel.
Make sure all AF and/or AA settings, for Payday 2, are set to "Use application setting", "Application Controlled" or something along those lines.
If that doesn't work, make sure your GPU meets the minimum requirements to run Payday 2, because this problem can also be related to outdated hardware.
If you experience these artifacts in other games or software as well, check your GPU power connectors and/or the GPU itself for any malfunctions(go to a specialist if needed, electricity can be dangerous!).
Your screen grab of grey and red pixels, and the tiny size of your game screen say's a different story.
If you are using Intel integrated graphics, you have to look for the Intel Graphics and Media Control Panel and look for AA and AF there. You can also move a slider between performance and quality(from the top of my head) and it needs to be on quality.
And its a laptop...you are fishing for solutions when you do not give the full specs of the machine. People like you talk about a 6 month old laptop like its a cup of sugar, with no real thought of what really makes up your tech. Post your complete specs if you want any real solutions. ♥♥♥♥♥foot around and get nothing.

The reason why your lobby works and not your map is because the lobby is not rendering a lot in 3D. The map is a different story. Set your game rez to 640x400 with your details set at low to off and no anti aliasing. If it works, then you were going beyond your video cards capability. Add detail settings till you get a playable framerate. Your setup is not going to allow your game to play in native resolution. Under steams >settings > in-game there is a FPS counter you can turn on that will show up in game. Use that to adjust setting to a doable frame rate.
Its not going to be pretty but it is doable, even though this guy has a nvidia card he's playing PD2 with his intagrated HD 4000 chipset.
