It's not exactly a straight copy, overkill and valve have had a number of tyings and references throughout payday 2 and cs:go. For example, in cs:go theres a map on halloween where the terrorists will be wearing the masks of payday 2 characters, and in payday 2 theres a heist called GO bank, which is directly based off of the map Bank in cs:go, hence the name GO bank. My point is I think it's safe to say valve was in on the whole dragon lord thing, or they were at least aware of it, I don't think it's a straight up copy.
