Find something about multithreading and how to turn it off. Just google it.

I'm sorry but this didnt help :/, I turned it off, but nothing happens, thanks for the tip at least :)
Your CPU and GPU should handle this game easily, they outperform my AMD Phenom II 965 and my ATI 6870, I don't get any stuttering.
Things to check:
Check your video options - resolution should be monitor resolution.
Test the game with Vsync on and Vsync off - first set nvidia control panel to vsync "on" except where application over-rides this.
Similarly, allow applications to specify anti-aliasing and anisotropic filtering. Then you can test these settings from withing the game
Set your frame rate limit to just above your vsync (which is usually 60).
Test with GPU flush on and off.
Switch Steam's display frame rate setting on to see your fps.

If your fps remains the same but the game still stutters, it may be something else in your system. But with your specs you should not get stuttering.

Other things to check - Steam is not downloading while you are in game?
Your virus scan is not activated while in game?

I have this problem too after crimefest, i sometimes get serious FPS drops in small maps too

Before the huge update payday 2 worked fine with this system, now not anymore, I have turned off the virus scan, it helped a little bit but not too much :(

What version of Windows are your running (sorry - I should hav asked this in my first post). More importantly - is it 32 bit or 64 bit?

Windows 10 64 bit :)
Sorry not to get back to you sooner. 64 bit rules out the possibility you are running out of memory available (unless you have some heavy apps running).

Checking the forums I see that a lot of players seem to be having slowdowns, loss of FPS and stuttering since the Crimefest update. My guess would be that something has been altered in the game renderer. One thing I note is that it seems to be affecting Nvidia owners more than AMD/ATI. As I said in an earlier post, my trusty AMD 6870 is still running happily (except in some areas of Shockwave).

I hope Overkill are aware of these threads and will check into it.
