What im using right now, but i need to get a new computer that can at least run this on 50-60 fps on medium
An i7 from 2008 will still run payday really well, just need a decent video card.
The GPU you posted is an integrated one, which is not supported, and will certainly not get you above 30 FPS even if you manage to get it to work.
An option might be to go to a pawn shop, get a used desktop for super cheap and add a $100 gpu to it. You need to know a bit about computers to do that though like how much power the build will take and if the board has a slot for the gpu. It's not too hard to learn though
FYI ultra end stuff can easily fetch into the $5,000 to $10,000 or more.
