How do you get the dog mask?

I got the jump acheivement for it but it says stock = 0 and that it doesn't drop

The only way is through one of the jump achievements.

Try closing down PD2 and restarting it. Some things only appear if you do that.

Nope, you literally have to do a whole mission jumping, and never letting more than four seconds pass between jumps

I did and got the achievement

jump every 4 seconds or less throughout the whole heist. aka just do a jewelry store ECM rush and jump the whole time and let everyone else do the work

Just do a normal shadow raid with a buddy, have him ECM rush for 3 bags while you stand by the van and spam jump
