i think Hotline Miami offers the most number of gangsters...
do not select reduced mobsters, and go for it...
and on day 2, take your time to pick off each and everyone of the mobster...

i think easily 20? or more...i am not sure...
much higher than rats or big oil...

Taking into consideration cases when Overkill's descriptions in the past were somewhat imprecise, and that 'Do You Like Hurting Other People?' achievement literally requires 'In the Hotline Miami job, kill 30 thugs with the Baseball Bat.', I would rather stick to that heist and concentrate on Russian mobsters. Unless it's better explained somewhere else, where I didn't see it. Or maybe I'm overthinking it right now...

thx i was wondering about which heist was the best. But would Nightclub be a good one? Since its only one day, and if you stealth more gangsters will eventually come. what do you guys think?

Overkill Bikers in Big Oil might also be a better map, as Overkill Bikers aren't so spreaded out and you can use an ECM to prevent the stealth from going loud to see if any remaining gangsters are still around. Also, Overkill Bikers deal very little damage compared to the Commissar's men.

You will also have the small chance of Mendoza gang appearing in the map as well, thus boosting the number of gangsters.

looking into the code confirmed that Hotline Miami Mobster, Cobras, Mendozas, Nightclub Guards, Bikers and the Commissar all count.

The toughest part of this challenge is that some pubs aren't aware of it so they end up shooting the mobsters even though you tell them not to.

Me: "Club a thug for Crimefest!"
Others: "What?"
Me: "Kill the guys in white suites with a baseball bat"
Others: "Ok"
*Heist starts, about half of the folks remember and use the baseball bat*

Not complaining about that one though -- 50% is better than I expected.

I've been doing rats day 2. Just rush in, kill the gangsters and restart. Not sure of the exact number but there's over 20 for sure.
Just run a non-pro job and restart about 5 times every fine you do rats.
