Will I be able to use the Break the Rules OST without mods on any heist, if I buy the Scarface Heist DLC?

Technically, you should be able to, but as someone who has the Official Soundtrack DLC (which also grants access to nearly all in-game tracks), I can't really confirm this myself.

*Break the Rules also counts as one of the licensed tracks, if memory serves me right so judging by OP's playtime, under the assumption they had recently gotten the game, they might end up having a problem with that.

the track is tide to the heist dlc not the character pack so im not sure why you couldnt just buy the heist dlc and have access to it, if it was with the character pack i can understand but this is with a dlc that you can buy

You will get access to Break the Rules by having one of these 3 DLCs:
Scarface Mansion Heist
Soundtrack DLC
Preorder DLC
