I think 3 is a lot better now than when it came out, but still lacking content in comparison even if you buy all the DLC so far. At this rate it will be several years before 3 has comparable content. I think it will have to reach a critical mass of DLC and have a huge DLC sale to get the numbers we used to have back.
I would like to see the multi-day missions come back. Especially the random transport missions. I think fleshing out that system for more variety would really freshen up the game.
Biggest strengths of 3 are better gunplay and stealth is much more viable without needing a specific stealth build. Playing 2 is generally all or nothing, you plan to do stealth or you go loud. Playing 3 is much better, my teams tend to start stealth and then go loud eventually without the need of restarting constantly or people arguing over stealth or loud.
I do wish the default was to keep people in a party after the first game, as almost no one ever opts in and I feel like it was easier to meet friends in 2.
Carrying two bags is cool, but nearly everyone has that perk so bag moving goes too fast now. I wish the missions gave you the opportunity to move way more bags. I'd also like to see more of moving really heavy bags like the nukes or the weapons bags in 2. Also missions with vehicles, that was fun.
I think it's safe to assume PAYDAY 2 will continue to lose players indefinitely. It no longer gets new gameplay elements, so people will slowly lose interest over time.
I'm not sure what you mean by "servers" though. If you mean matchmaking in general, yes, it's gotten worse. Since PAYDAY 2 launched on Epic Games, every PC player now depends on Epic Online Services, instead of the Steam Matchmaking, formerly. EOS is visibly worse than Steam MM. Its performance varies through the day and sometimes it breaks entirely for no reason.
If you mean game servers, PD2 is peer-to-peer, players host their game, so maybe something's up with your PC and/or internet connection?
The quality of updates has gotten worse and worse over time, too, as more and more of the original developers left. Fixes? More like breaks. Improvements? My ass.
Ok but that doesn't make PD3 less laughable. Suppose there's 7500 bots, that's still 7500 human players. Which is way above 3's 900 players on a friday evening.
