How to transfer money from off shore account to money

I have alot of money on my off shore account, but $0 in money (I just started). I really want to transfer the money but I don't know how.

You cannot. Offshore is purely for Infamy and purchasing contracts.

Impossible. Offshore cash is for buying contracts and I-V infamy ranks (200m for each).

You just play on harder difficulties with higher pay-off and do daily/weekly missions.

I have done heists. But it puts the money in the offshore account.

1/5 of the earnings goes towards Spending Cash, 4/5 goes into Offshore.

Maybe you should play with sound and open eyes? Game gives giant pop-up "Cleaner Cost: XX.000$" every time you kill someone plus Bain yelling at you.
If you ran around killing civilians, you're doing things VERY wrong and you should consider playing GTA or Saint's Row instead, where that behaviour is rewarded (with pocket money, admitedly)
