Go bank heist stealth problem

There is a civilian behind the bushes on the left of the road, who you cannot shoot, shout at, cable tie or anything. Messes up stealth. The worst part is that I currently have a weekly side job that gives a mask which requires me to stealth go bank without killing a civ or tripping the alarm.

More civilians spawn as the vault's timelock goes on. Ideally you shouldn't use unsuppressed weapons that will alert the civilians behind the invisible walls at the end of the streets. And if you plan on committing mass murder, make sure you at least get rid the obvious bodies out in the open. If you need time to get civilians out of the way, refrain from inserting both keycards into the vault. The extra civilians and the phone will not start activating until the vault's timelock has started.

I suggest to you to use stockholm syndrome and unsupressed gun (at least one slot) so you can make all civs stay down no matter where they are and focus on other things when you took out the guards

weapons with "penetration :3" should save you if something goes wrong, right?

That's the thing, I didn't have an unsuppressed gun. The civ out of range got alerted by the ECM jammer.

did you even read the whole thing? I really just want this for the mask.

You don't need to complete the side job for the mask, as masks obtained from side jobs are (outside of very few special exceptions) mostly available through the post-heist PAYDAY; though some masks being Infamous means this might be more of a time waster than it's worth, especially "We Are All Professionals".

arent infamous masks almost impossible masks to get? like, less than 1% chance?

From the unofficial Fandom wiki (Another two years off of my lifespan, yippee!)

"Each card drop has a 5% chance to include infamous items in its loot pool.

The chance of getting a mask ranges from 9.8% at level 1 to 15% at level 90+.

Equipping a fully unlocked Perk Deck increases the chance to enable infamous items by 10% of its normal chance."

(take with a grain of salt)

Basically, it's low; but everyone has different luck.

use a unsilenced saw and get stockholm syndrome skill (so you get to control the civs with the loud noises from the saw)
saw the bank phone to control the civs, it's basically the center of the map
you may also use the saw on the deposit boxes
