The game uses Epic Matchmaking Services to match players, so if you (or your brother) has certain Internet ports blocked (the ones Epic uses) then you won't be able to play with other people.
people are talking about eos and idk what is that?
You don't need to have Epic games in order for that to work, the game just needs an EOS dll file that gets installed automatically when you download and install the game. You should be able to see if it you browse local files.
EOS is Epic Online Services, essentially it's the Epic matchmaking I was talking about. The game uses EOS to matchmake players now, since the game is crossplay with Epic and apparently Steam matchmaking on it's own doesn't allow crossplay.
It's on by default, and yes that's the dll that enables it.
You can disable crossplay by adding -steamMM to the launch command options. This forces the game to use Steam matchmaking only, but it means you can only see and play with people who have done the same.
