There is a set number of cops that can spawn, though the number is ridiculously huge (because new-Overkill is genius at balancing numbers!) so it doesn't really matter.

Note: there's one part that's outdated and that's the part about using ICTV + Armorer to extend Fade for the max period.
I also disagree with the part about spawn camping. Lots of DSOD vets will tell you it's best to keep the enemies pushed back in their spawn so that they don't gain map control / make space.

Another important note is that if he shows up, you must wait for him to fully arrive (the shield icon next to the assault bar needs to appear) before starting to attack his phalanx, as causing him to retreat before he fully arrives will lock you in an infinite assault with no way to end it.
The TL/DR of it though, yes you can technically end a wave early. During the 'Sustain' phase of an assault there is a set amount of cops that can spawn, which is dependent on the difficulty and number of players. If you can kill all of the enemies before the timer runs out you can force a premature end to the phase.
In reality, it's practically impossible to do so since the spawn pool is so large (900 enemies at max diff with 4 players). Basically, a player would need to kill 225 enemies within 100 - 150sec for it to really matter.
There are other phases to an Assault which can be skipped but the majority of them have short durations, so it's not really worthwhile.
Everyone has kinda just... accepted this as the reality of the game, we never saw widespread outrage during Housewarming party or the skill revamp because the good changes outweighed the sneaky, bad ones.
In short, don't blame Jules too much.
