the truth is yes. I'm missing the third best character dlc in the game, also every 2 by 3 when I set up a public lobby some player always comes in with scarface using it and I always think that overkill gave away keys in his discord or the dlc is back on sale
Unfortunately this can't happen due to licensing issues which were the reason why that the Scarface Character Pack is no longer for sale since the 1st of October 2020.
On top of that, I'm afraid that even after 3 (and almost a half) years we won't be seeing OVK/SBZ get a key to the lock (permission to sell the DLC) so I think it's for the best you set your hopes on something different.
If what I wrote came across as negative, I apologize. Sometimes we just have no choice but to hear or read something that hurts.

for illegally providing a key for content that they have no right to.
So my only hope is humble bundle but I doubt they will accept my credit card since the last time they didn't even let me buy with the card
Although I wish you got to enjoy the character pack as well, I doubt that the Legacy Collection through Humble will stick around forever. (for as long as they have any keys for it)
There are two things in the game which could hopefully scratch that itch to an extent, though these are just my thoughts alone:
If I recall correctly, although not a 1-to-1 copy the Copycat perk deck does allow you to use the Kingpin Injector without needing the character pack; but Copycat's version is considered inferior to the Kingpin perk deck itself. (No offense to the other variants of Copycat though)
And should you have Jiu Feng Smuggler Pack 2, the KETCHNOV Byk-1 could be a decent substitute if you're willing to work with it considering that it's stats are pretty different compared to the Little Friend.

I had already used this recommendation a long time ago when I bought the jiu feng 2 output and it opens using copycat but as you said, kingpin copycat is inferior to normal kingpin and the kechnov itself I notice as an inferior but not bad version of the little friend but still So that despair will continue deep in my soul until I manage to get Scarface or at least Overkill releases the Kingpin and Little Friend perk to the base game or migrates them to Scarface's heist
I respect your opinions on both Copycat and the Byk-1, and I'm glad you've tried them before but..
This applies to both putting the character pack up for purchase again and putting it straight into the game. (technically, they've already done this with the way they add DLC in the game)
To do these with proper permission would require them (OVK/SBZ) to pay for a license fee which I doubt they're willing to deal with at this time, but please take what I say about such things with a grain of salt as I am not an expert on the topic of IPs (Intellectual properties).
There's not much else I can do, or say as a ordinary player (who owns the character pack) except ask you to think about if having access to Scarface, Kingpin and the Little Friend is absolutely important to you. As there's not that many options left for those who were late especially now, you'll probably end up considering to let it go instead.
In the end, it's your choice and I won't force you to make a decision.

then I will have to bet on humble bundle and pray that some key from the legacy collection gives me scarface to appease my despair once and for all or go to the gray side of the mods and find some mod that will give me the unlocking of the character pack of scarface
I'll have to try my luck or try to forget Scarface and feel good that Bodhi and Wick will still be available for those of us who have the game before these 2 characters are eliminated
it doesn't say it is included in the page on cdkeys but trust me it is, I didn't expect it to be included until I bought it lol.
Humble Bundle method doesn't seem to work anymore either.
You could gamble on Old Shoe's method, but I wouldn't get your hopes up.
2 years ago (2022) I had bought a payday 2 legacy key on cdkeys but the key was expired, even so the page returned my money Even so, I will wait for my birthday in June to see if I buy or not in humble bundle and get scarface, a friend recommended me a mod that unlocked the kingpin perk to calm my despair but I have not used it yet even though it is the original kingpin from the character pack
All I know is that it worked for me and a friend of mine.
or perhaps in addition to the fact that the key was used, it was also because it was not possible to redeem it here in Argentina now that I started looking at cdkeys, Anyway, I'll hold on using the mod they gave me and then I'll see if I buy in humble bundle
