What is the fastest way to farm 10000 perk points?

I want to unlock all perk decks but getting perk points is so tedious

You get better Perk Point returns at lower levels, so it's technically more efficient to be low level and run a heist like Cook Off; as you'll accrue Perk Points faster than if you were to run the heist at a higher level. Otherwise it's pretty much the same as gaining XP: 4-man ECM rushing Diamond Store would technically be the fastest way; if a little boring.
