Yes.
The game's code tries to call the Epic Games Launcher overlay (yes, even the Steam version does this), resulting in the game then shutting down again, OR if you own the game on Epic and have it installed there, it will automatically try to run the Epic version of the game.
Actually... there's four separate fixes.
1) Uninstall the Epic Launcher.
2) Move the Epic Launcher to a different HDD/SSD than the one Steam is installed on.
3) There's this fix on modworkshop : https://modworkshop.net/mod/47569 .
4) Use -steamMM in the launch options (since this effectively disables the EOS .dll file).
That last one obviously should be a last ditch solution, considering it switches you to a near empty network, but hey, DETAILS!
And yes, they failed to properly implement, AND failed to test for these issues.
There's a reason their new game is in such dire straits...
Yeah, this means your computer is likely missing necessary windows runtime files, which will cause a lot of games not to work.
Try downloading and installing everything from here:

See if that changes anything.
You can also try this:
You can find MSVCR120.dll in the System32 folder on your computer. Make sure to copy-paste it, rather than just moving it.
