It's not a bug, it's part of the game. I know mods like Streamlined Heisting stops the bots from dropping bags. But that idiot mod author is too much of a jerk to make the many great quality of life changes standalone.
This applies to any bag, even though they can run with some.
Hoppip's right not to turn that feature into a standalone; it's rather OP the way he does it.
Besides, unlike some of the clueless mod users, you know how to cobble code together, what's stopping you from copying that function and making it standalone?
So shoot them before they reach you, and learn their spawn points, problem solved.
I've got over 6000! hours in this game; trust me when I say cloakers ALWAYS came from somewhere.
