What does the "2021+ CPU support" do?
My CPU is from 2022 but the game runs normally through the normal play button.

its just something to get more people to want to buy the game
i believe it just gives better performance to people with modern cpus because i heard of a guy having his fps more than double after using it

because people who already run the game at 800 fps normally being able to get a whopping 869 fps is such a good selling point

You can buy 500hz monitors, with the latest prototype being able to push it to 1000hz.
Anyhow you only need as many fps as monitor has hz.

If I remember correctly it's because modern CPUs allow better multi-threading than older CPUs; which, in simplistic terms, means better overall performance. The way Payday 2 was set up originally didn't take advantage of that feature (naturally, because it was developed 10+ years ago). Now there is an option to take advantage of that.
