One answer and man for any builds you need: B33croft youtube/twitch streamer search him up
Throwing Cards, Suit, and 3 tripmines.

Perk deck and skills are not needed.

Correct perk deck can make you faster and skills can make your concealment lower and that lowers your detection risk so it's definitely needed.
I'd suggest something on the lines of this: https://pd2builder.netlify.app/?s=0050-53012381i00wv70580-6&p=k&a=0&t=d&d=42

It covers having the deployables you'll use and uses the Hacker deck.
Why Hacker deck? Pocket ECM is a very powerful safety net if you happen to alert/kill someone in front of a camera, since it can be done at the push of a button and is just the right length of time to loop a camera (or realise you can't reach it and drop an ECM) and not wait forever to be able to answer.
High Value Target Ace is there because of effectively infinite marking range and more importantly increased marking time.
More Firepower Ace gives you a huge amount of what might as well be additional spotters. Bigger stealth heists rely heavily on you not being caught and knowing where everyone is makes things more favourable for you.
Jack of All Trades Ace gives you another deployable. Having an answer to two problems is better than answering just one.

What it doesn't have owes a lot to a lack of points but I best explain why they lost out:
Extra Lead: The ammo was going in your secondary anyway. Also, you have a massively boosted lockpick speed. Making the ammo bag bigger costs 9 points.
Drill restart skills: Speed is enough. You're always going to need to assume they won't restart and never leave them unattended, so it might as well actually be the case that they won't restart. Also, you have a massively boosted repair speed.
Optical Illusions Ace: Doesn't work on saws, doesn't work on bows. 4 points for what is often only 3 concealment. You don't absolutely have to be at 3 detection risk.
ECM Specialist Ace: Not being able to block pagers this way is part of the Pocket ECM safety net. If someone's shooting at you and you need to run away, just run away. They're going to just stand there and call for backup if you break line of sight. It's better in high rank Crime Spree where answering pagers straight up isn't allowed. 8 points for the ability to pointedly not be stealthy and somehow call it stealth.
Stockholm Syndrome Ace: It's powerful in an extremely narrow set of circumstances and even then, you just don't need it.

Are you, uh, mixing up the basic with the ace?
