Report a translation problem
1. Your ISP is having issues at the moment so throttling peoples download speed due to high traffic - check download rate on www.speedtest.net
2. the steam server you are downloading from is at high capacity - try changing your download location within steam settings.
3. Your hard drive is causing a bottleneck in downloading speeds - highly unlikely, but to be sure try leaving your pc doing nothing but downloading the game.
4. You have some kind of malware or something making your internet actually painfully slow - try scanning you machine with a malware killer software kit, anti malware bytes or similar (google is your friend)
5. your router/modem needs a reboot.
6. You have some software (anti virus or firewall causing downloads to slowdown) - uncommon but worth checking.
first try 1, then 2, if that does not solve it, try 4, then 5, and finally 6. If all else fails just be a little more patient.
EDIT: as you mentioned family using your internet too, It could well be they are using the majority of your bandwidth maybe via streaming movies or something similar, also check you don't have a torrent client running and seeding something, this can cause internet slowdown too.
