You need to secure 9 bags on OVK or 5 bags on DW into the chopper's cage.

did 9 bags on normal mode, just to get the achievment without risk or hassle...didn't get the achievement...now many for nomral? Is it really higher??

Yep. It's a million overall and the lower the diffficulty, the more bags you need. Normal for example is 37. For each difficulty it goes: 37/19/14/9/6/5/4

Well it's not strictly a bag amount, it's a money value amount. Lower difficulties have lower rewards, so in order to do it on Normal, you're going to need a lot more bags to equal the same $1,000,000 you'd get from 9 bags on Overkill.

You'll notice when you secure a bag a little window pops up telling you how much that bag was worth. You need to get enough of those windows to add up to 1 million.

If you can get some help, it's not so bad, just takes some time. I have a dislike for this particular heist just because it's such a pain having to babysit multiple objectives at once, which in turn makes it far more difficult to do with fewer players or especially by yourself. In the latter case, I would recommend using a sentry gun build and place those to help guard the various objectives since you cannot be in 3 places at once. Of course, you'll basically be turning the game into a micromanagement minigame of having to make sure all sentry guns are full on ammo and also running around with the paper, ink, and whatnot. But hey, some people like that sort of thing, I guess?
