But... Jacket...
I have HLM2 but i am not getting anything. I can't play jacket, can't use the bat, can't use the single Jackets Piece SMG. I need help.

You need the Hotline Miami 2: Wrong Number Digital Special Edition to get the Jacket Character Pack, which includes Jacket, the Sociopath perk deck, and two weapons, Jacket's Piece and the hammer.
You need the Payday 2 DLC titled "Hotline Miami" to play the heist and use the heist weapons (some SMGs and some melees, including the bat).
It is very confusing.

Also note that you can get a $5 upgrade to the digital special edition for Hotline Miami 2 if you only have the standard edition. It's not labeled on the store page for HM2 but if you google for it then you can find the hidden page for the upgrade.
