Worth getting back into with the sale?
Way back in 2015, I quit over the stat-boosting gun skins. They've been removed since then, but I never returned to the game. My intention was to get PD3 when it released, but it flopped heavily, so with the current sale I'm considering getting back into PD2 instead.

What's the current state of the game? What's changed since 2015? Is this game better than PD3? And what DLC is the most important?

Garbage sale usually 90% they trynna suck as much money from ppl to compensate for payday 3 loses not just that they also removed the best DLC pack (LEGACY) and replaced it with one with way less dlc trash ones as well and not just that but 3 times the price

You must be mistaken, as the infamous bundle currently contains every DLC available. Which obviously is more than the Lagacy collection had to offer.
Also it's not 90% cause it's not during holidays seasons. Most games only go on a big sale during those, rather than free weekends, publisher sales, midweek deals etc. It's always been that for basically forever.

This is an unusual sale in timing and being out of the blue. I'm guessing it's the "Oh god we're falling short of the monthly target, we need to milk PD2 again!!!" sale. There are better sales that are worth waiting for, as others pointed out.

You'll see really good sales for the Steam Winter Sale season for sure. 10% off is big meh.

The game itself is fun though and there's been some interesting changes and additions to it. It will feel dramatically different to someone from 2015. You'll be able to experience much of that feel though without spending a cent as you already have the game and the base game has had a lot of updates and additions so you can get a feel for it and see if you enjoy it already before buying anything.

When it comes to the real sale go for one of the heavily discounted DLC bundles as you will save money then.
Yeah, it does seem that way. I looked up the sales history for the "Yakuza Pack" (which I wishlisted to mark sales on the whole franchise), and its been as low as 85% off in the past, but is only 30% off now. I'll probably play Payday 2 sometime soon to see if I still like it (my landlord's high-speed internet is down again, so I'm stuck with my neighbour's stolen potato wifi), then buy a big bundle at the next ACTUAL sale (e.g. Christmas).
