Also it's not 90% cause it's not during holidays seasons. Most games only go on a big sale during those, rather than free weekends, publisher sales, midweek deals etc. It's always been that for basically forever.
You'll see really good sales for the Steam Winter Sale season for sure. 10% off is big meh.
The game itself is fun though and there's been some interesting changes and additions to it. It will feel dramatically different to someone from 2015. You'll be able to experience much of that feel though without spending a cent as you already have the game and the base game has had a lot of updates and additions so you can get a feel for it and see if you enjoy it already before buying anything.
When it comes to the real sale go for one of the heavily discounted DLC bundles as you will save money then.
