Personally I'm very much looking at buying it since I've played most of the City of Gold heists with other players hosting and they are all fairly good, ranging to very good even, imo (personally never had any crashes, although on some heists it is reported so).
Silk Road is a bit more of a mixed bag but it is a result of Overkill returning to form after having an economic crisis. I think overall it is a worthwhile bundle too.
But the point I would recommend to you is to see if anybody is hosting those newer heists and then see for yourself what you think about them before buying.
-4 more heists each (And a bonus Cook Off style level in Silk Road), Each pack has a 4 heist mini-campaign. They're an interesting experience. You can play with other players online even if you don't own the DLC as long as the host owns it, so you can see what the map includes.
-Some new weapons each. Where the Silk Road Weapons have some unique stuff but nothing massively different. The City of Gold has some unique stuff with quite a bit of impact. (Texas Heat Weapons are something else entirely though, that bundle will probably be available at a later point in time). I can't remember exactly what weapons are from where, so it's really worth doing your own research on what weapons are locked to you and where they come from, and if there is anything you're thinking would be good to use.
-Weapon Colour packs exist, they can customise you guns with a variety of colours.
-Tailor Packs exist, you can have cosmetic overrides to your armour.
-I think there are some weapon mod packs as well.
Overall the value of that stuff depend on how much you will be playing the game and if you're enjoying it.
