Joy was introduced as a playable heister in PAYDAY 3. And her in-game model looks cute and derpy at the same time, making her... Well, both fap/meme material, I suppose =)
Overall, Joy increasing popularity recently.

PS. Of course, lots of players still thinks that her appearance in PD2 is cringe. 'Cause she is.

There was once a time period that the "anime gamer girl girlfriend" trope was a hot topic and she was added as bait. I don't think it goes much deeper than that.

I don't know anyone that i know of that unironically likes Joy, but if you're wondering why she's returning to payday 3 is i assume is because of marketing purposes, she's an asian gamer girl character that appeal to the masses, i think that's one of the reason that she's back in payday 3, personally i don't like her, her annoying voice and personality breaks immersion of an actual serious criminal heisting game.

People love japanese girls, either because they're weeaboos or because they think asians are cuter than other races. And they love gamer girls because they're gamer themselves, so they like a girl they can relate to.

If you want a female character, what other choice do you have? Ugly Clover who sounds like a chainsmoker? The fat woman? The punk with blue hair that looks like a man? Joy is the only one that looks "okay".

Also she doesn't wear a suit so she looks more unique. Her mask is the coolest too.
