Cheapest way to get all the necessary DLC etc?

What all is needed to purchase for getting everything (be it 100% achievements someday or making things more convenient etc), and what option is cheapest for doing so?

Here is a list of what you need:
Payday 2 Legacy Collection - It basically has everything from the original story of Payday 2 that wrapped up with the White House heist
Payday 2 Hostile Takeover/Crude Awakening/City of Gold packs - These DLCs for the most part take part during the White House heist as the team was broken up into multiple groups of 4 each taking on crucial heists during the events of the story.

Pretty much just buy each pack and you got yourself the full story of Payday 2 outside of a few things like the Jacket Character pack or some minor cosmetic masks.

Bundles.
Legacy Collection when it's 75% off, IIRC you don't need the rest of the newer DLCs either, just someone to host the heists for you.

I plan to be a host so I would want all the DLC that's useful or necessary

buying the bundles is the way to go in my opinion, I wouldn't really recommend buying the DLC piece-meal.

Okay I just bought Legacy Collection, Silk Road & City of Gold, Hostile Takeover, Crude Awakening, MIdland bundle, and the Lost in Transit bundle

Looks like I am still missing:

Payday 2 VR
h3h3 Character Pack

Any of these necessary or useful?

VR only if you... well use VR and h3h3 is only two really bad characters, a deck thats very mid and you would support that youtubers that are h3h3 with buying it. im not saying that its a bad thing, just informing you

H3H3 is just a meme pack with the worst perk decks to date (you can get a better effect version running copycat if you really want to vape). The VR stuff is really clunky and again isn't useful unless you have a headset even then there are better VR mods for Payday 2 that out do the official DLC.

Hasn't H3H3 really fallen from grace since the collab? Not to derail the thread or anything but last I heard the podcast Ethan was on or something showed him partaking in some really bad takes.

I still think copycat vaper is better since you have a better kit to keep yourself up and also do more damage, I've been running that for a while and enjoying refilling ppl's hp with stupid stuff that wouldnt work on tag team

the timer on the copy version only goes up 1.3 seconds per kill any only when you kill, the timer on the actual version goes up by 2 seconds no matter who makes the kill

imo copy is way worse for the effect (as supposed to, or it would kill the deck) just like grinder. sure it works, but worse at the gain of what copycat has to offer

Just to confirm for you, neither of those DLC are required for any achievements; so you should be all set.
