Payday 2 Legacy Collection - It basically has everything from the original story of Payday 2 that wrapped up with the White House heist
Payday 2 Hostile Takeover/Crude Awakening/City of Gold packs - These DLCs for the most part take part during the White House heist as the team was broken up into multiple groups of 4 each taking on crucial heists during the events of the story.
Pretty much just buy each pack and you got yourself the full story of Payday 2 outside of a few things like the Jacket Character pack or some minor cosmetic masks.
Legacy Collection when it's 75% off, IIRC you don't need the rest of the newer DLCs either, just someone to host the heists for you.

VR only if you... well use VR and h3h3 is only two really bad characters, a deck thats very mid and you would support that youtubers that are h3h3 with buying it. im not saying that its a bad thing, just informing you

imo copy is way worse for the effect (as supposed to, or it would kill the deck) just like grinder. sure it works, but worse at the gain of what copycat has to offer

Just to confirm for you, neither of those DLC are required for any achievements; so you should be all set.
