Edit: almost forgot, if you already have the base game, get the "Hotline Miami 2: Wrong Number - Digital Special Edition Upgrade" instead, which is lower on the page.
Because "special" and "digital deluxe edition" are two different words.
Because there is HM 1, HM 2, HM Digital Deluxe & the HM DLc from PD2 itself wich all unlock content for PD 2.

To unlock jacket you have to pay a total of £14.99 ~20$ (I Think) which makes Jacket the most expensive DLC char in the game.
Hotline Miami 2 rarely goes on sale for a reasonable price that would be on par with other DLC chars, I am aware that you also get a game too, but honestly the game just is not that good to justify paying the price they ask outside of sales, not to mention the thousands of Ausies who are still waiting on their codes a over a year later with no other way to obtain Jacket other than to rely on Overkill to email them a code.
There really should by now be an alternative way to obtain Jacket, like a Jacket char pack priced above the regular price of a DLC char so some of the proceeds can go to denneton software or whatever.
I bought HM2 myself during it's 75% off sale just so I could unlock Jacket, I found the game itself to be quite annoying and if I had spent £14.99 on it, I would honestly feel ripped off.
Lots of pd2 players that buy HM2 do so solely so they can unlock jacket and his perkdeck and are not even interested in playing the game, it's the biggest rip-off since COP.
We all know Overkill are sitting on an almost infinite ammount of Jacket codes, maybe now should be the time when they should start handing out the codes as prizes in give-aways, It's unfair on the Ausies who have waited and waited for their codes, and unfair on people who Just want Jacket and his perkdeck to lock him behind not only another game, but also expect you to own the upgraded version of that game for a price that outweights any other DLC heister char, In fact you could buy 3-4 DLC's for the price of what you would pay for Jacket.
I would have loved separate DLC for him but I'm also a sucker. I did not find HM to be entertaining enough to warrant a purchase of number 2 but for exclusive P2 content....
