There's also other things that's to due with lack of free content, I mean have you seen Crimefest 2015?! The two remakes and Aftershock, yeah sure, but everything else feels like it was done in the last week before Crimefest. "Er yeah sure, you now have to unlock an update to fix the Swat Turret, or add in a Bipod that's been in the game files for what feels like years and doesn't even work 100% and required a bunch of updates after it, just it wouldn't be broken.". Then there's the "What's Next" event, that was an absolute disgrace. Whoever thought that would be a good idea deserved to be fired. Then there's the Pirate Hat as a reward for the 30k Concurrent Players challenge and many other things that didn't even occur in 2015. As I said, I'm tired and just doing things off the top off my head...

It's also comparing two different games with a target demographic that spends money on another level. It's difficult to compare Payday 2's model because it copies from other games. Payday 2 is the the video game equivalent of a mutt bred from a threesome between CS:GO and TF2, but Free-to-Play got some lucky sloppy seconds.
And you're right that pointing out how much worse the DLC situation could have been doesn't justify anything. This observation doesn't offer a solution. So, train simulators charge a lot of money? Tell me why this is relevant to Payday 2 and how it can be fixed.
