Is it good with muscle's panic? Like does the flamethrower trigger it well?

you are totally right i didnt answer the question, TBH i have no idea, the flamer is good with everything, no mater the build or perk deck, as old mate said only real downside to the flamer is the reload.

Flamethrower should be able to suppress, but here's some more info from the Long Guide:

Maximum range to damage/suppress enemies is 10 m

Some weapons pretend that their maximum ammo count for the calculation of the 1%-3.5% range is different than their actual maximum ammo count.
Flamethrower: 90

Flamethrower's 1% to 3.5% is based on 90 max ammo, so pickup isn't very ideal.

I don't know if it triggers people in the area but usually you'd use a flamethrower to spray around igniting everyone which is not much different from panic.

Though truthfully, flamethrower synergizes with sociopath better if you're going for panic effect. Flamethrower is already a CQB weapon, and it's easy to melee-kill cops while they're on fire to get HP back.
