the easiest way to get them is to install goonmod and use the gage coins
They are obtained by either.
1. Cards
2. Achievements
3. Sidejobs
4. Offshore Payday
It is mostly obtained by Card flipping after you finish a heist. There are no particularly easy ways to obtain them rather than griding.
Best bet is Sidejobs.
It is a very unrecommended method if you are under infamy 5, as offshore account money is required to become infamous. Stick to sidejobs and card drops.
If you search around there is a method called "Jewlery store rush." Which you put down a 30 second ECM, take 3 bags and escape before the ECM runs out. This only works on Normal difficulty.
Type 1, is available randomly from mission completions and you get one at a time. Side job completions will make it easier to get these if you're looking for a specific one, because you can limit the pool of what it'll give you by selecting a specific weapon and a specific DLC or what-not. For instance, if you choose the Thanatos rifle and then the "Butcher's Mod Pack 2", you will get an LED Combo because that's the only mod that fits those criteria.
Keep an eye on the side jobs if you're craving mods, because some can be pretty quick to do.
Type 2, courier packages, require the Gage Courier DLC and for you to accumulate X of a given package type. Collect enough across missions, and the counter resets and you get one each of a fixed set of mods which you can't get any other way. If you want a Pistol Red Dot sight, you *must* collect 25 Purple Snake packages, for instance -- there is no alternative.
Type 3, achievement mods, require you do a specific achievement once and then you unlock an infinite supply of that mod forever more. You *cannot* legitimately get a DMR kit for an AK without doing "Here Comes the Pain Train", for instance, but do that once and you can mod every AK you ever buy with a DMR kit.
