I FIXED MY SCREEN TEARING AND FPS ISSUE! (mostly)
ok folks, sorry if I'm late to the forum here.

Running a GTX 1070, with an I5 3570 stock speeds, 16gb ddr3 corsair's, all the good stuff but was still getting horrible screen tearing and fps drops. Oh and playing on my Samsung 55 inch tv (I know but I like it and its part of my HiFi setup) so 1080 @ 60 fps is the goal. Besides getting a new monitor at 55 inches is pricey lol, and a 4k display means buying all new ♥♥♥♥ so I'm cool with that :).

I noticed Nvidia put a new forced Vsync option in Nvidia control panel called Fast vsync.
I turned that on, turned on tripple buffering also in control panel,
turned off vsync in game, GPU flush has always been off,
went to C:\users\(your user name here, mine is just user)\appdata\local\Payday2\renderer_settings.xml and opened that up with wordpad (or whatever your prefered text editor is),
made sure my refresh_rate was at 60 (sometimes that changes with an upgrade I'm told),
went into the game,
started a heist and prayed (odd since I'm an atheist haha),
and no screen tearing, FAR LESS fps drop (you'd think a gtx 1070 could brute through it, game optimization me thinks), didn't even have to alt-tab in and out at all, perfect.

Hope this helps, couldn't find a fix that worked for me at all.

Oh and FYI:
Not using mods,
Graphics at full.

I do what I can, like I said I just couldn't find a decent way to kill screen tearing in this game without something else coming up. Looking at the forums thats what a few folks have been going through.

And I thought we had it bad on consoles lol.... no they do

Is this an option only for higher-end cards? My drivers are up to date and all I have for 3D Settings>Manage 3D Settings>Program Settings>Payday 2>vertical sync is

-use the 3D application setting

-off

-on

-Adaptive

-Adaptive (half refresh rate)

maybe, I upgraded from a 680 to a 1070 and the 680 never had FAST vsync.

Where is Fast Vsync in the options? Like exact local of it :c

Nvidia Control Panel, manage 3d settings, went to payday 2 under 'Program settings' tab, then found it under Vertical Sync. Apparently its mostly on higher end cards, maybe those past the gtx 700 series.

Oh, I have a GTX 970 and I use go get 60 fps High settings and now I get 10-28FPS (No joke, highest I ever get now is 28 FPS) on Medium settings

ouch, yeah after an update recently that happened to pretty much everyone, on a 1070 here and the update happened when I installed the card. I thought it was the card lol.

sorry buddy no idea. This one worked for me.
Pretty much all the other ones only slightly worked for me but not like this one.
Try disabling background programs like anti virus (turn em on when you finish!),
is your cpu or gpu getting warmer than they should be?
things like that. Sorry I couldn't help much.

ahh did you open that renderer_settings.xml file and change the frame rate to your monitors?

I have Razer Cortex now, it turns off background programs
