I have the ecm specialist but dont have 2 ecm
Can anyone explain to me what I need to do to fix this? I was a avid player until the whole safes and microtransactions. Now I am back. I redid my skill tree. Ghost, shinibo is aced all the way up . What can I do to get my two emc's? Thank you for your time and help.

Jack of all trades gives you the option to take 2 assets.
If the ECM is the 2. asset, it is halved. That means he has ECM specialist basic and only one ECM.

You don't tell me what is Unerelated and what not.

It's not unrelated, if you equip an ECM as a secondary you only get one.

I have same problem but I dont have jack of all tades
I had some troblus before with my skill tree got swtich around with decks, so I reinstall payday 2 to a new drive and now I here with only one ecm even if I have ecm specialist basic or ace
I need help
