Lootbag Skull Mask

Today I saw a guy getting a skull mask dropped from cards. Does they drop now? Or luck in some sort of giveaway?
He was 0-74, 112 hours and 0/9 crew chief.

Either he was a pre-order who never played the game, or he had a DLC unlocker enabled and wasn't using stuff from dlcs, which would allow lootbag stuff to drop.(Or most likely, i never used one myself, and i sure as hell ain't gonna go install one to check).

the devs on here did give away a few codes for the loot bag dlc so it could been that

There are a few legitimate ways to get the Lootbag DLC even to this day.

1. Pre-Order and barely to never play until now.
2. Win the Lootbag DLC code in a giveaway (buddy of mine did that in the last one)
3. Buy the code in a reseller
4. Buy an older retail copy, most of which still have a Lootbag DLC code as bonus.

And yes, if you own the DLC, all four items can drop like normal, mask, pattern, color and the sight.

If someone played their 100 hours before perk decks were a thing, they wouldn't have any now. Back in those days, level 74 would have actually been pretty high.

AFAICR,
either, if they have a DLC unlocker, they still won't get the drop
or, they will be marked with a cheater tag when they get the drop
