Report a translation problem
Either he was a pre-order who never played the game, or he had a DLC unlocker enabled and wasn't using stuff from dlcs, which would allow lootbag stuff to drop.(Or most likely, i never used one myself, and i sure as hell ain't gonna go install one to check).
1. Pre-Order and barely to never play until now.
2. Win the Lootbag DLC code in a giveaway (buddy of mine did that in the last one)
3. Buy the code in a reseller
4. Buy an older retail copy, most of which still have a Lootbag DLC code as bonus.
And yes, if you own the DLC, all four items can drop like normal, mask, pattern, color and the sight.
either, if they have a DLC unlocker, they still won't get the drop
or, they will be marked with a cheater tag when they get the drop
