What is the most concealable sniper rifle with all the appropriate stealth mods?

Stealth mods mean more conceal, doesn't mean just stealth but could be more dodge and crit build

As a side effect they also have penetration which pistols do not have.

You can actually make a strong crit build with snipers... Lebensauger has highest concealment, followed by the Nagant (That one skill in the silencer and crit tree also reduces concealment penalty for silenced weapons so it comes handy)

Lebensauger has max concealment of 19 and Nagant has 17. Anything after those two will lack either in performance or concealment. Lebensauger is the gun for Crook based crit builds, while the Nagant is for even more faster Rogue based crit builds.

Nah I was actually challanged by a friend to beat a certain list of heists with a sniper rifle without tripping the alarms.

Lebensauger. And it probably the only Theia option for stealth, since you can still get down to 3 detection if I recall correctly (those 33 pistols / 32 melee).

in the sniper pack trailer you can actually see people using snipers for stealth

Mod the Lebensauger to max concealment with modifications and stat boosts, get a 33-concealment secondary, get skills that increase concealment, profit.

Boost: +3 Concealment

You will have 3DR with 2 extra concealment points.
