Uh, pretty much any "infinite heist" will give you a substantial ammount of EXP. So stuff like Santa's workshop, cook off ect. IIRC Lab rats will indeed give the most out of all of those, but Cook off is by far the safest from all of them, gather a crew, cook for an hour or 2 and you should get some decent exp from it.

If you're looking for a single job that will pay off in exp consistently then Hoxton breakout is good too. Cook off is best if you've a team that can hold off waves and also a top quality chef, but it all depends on all the meth you cook.

Probably Santa's Workshop, all of those bags add up quickly, and after about an hour you have over 3 million XP on OVK.

Ah, I forgot about rats too, yeah doing rats with all 7 bags on day 1 alone will net you around 1 mil or higher (depending on infamy, V should give about 1.2 mil or something like that)

If you're into stealth and all of that business then murky station with 16 bags will give you like 1.5 mil exp, it takes about 15-30 minutes solo (+gives you a hefty 15% exp boost for next job so a win-win if you want to do a quick one on normal, get the emp and then jump into a hoxton breakout or something)

I have gotten most xp from hox breakout, Rats, cook off and Hotline Miami and i will try your suggestions

Assuming you are willing to get all (or many) of the (possible) loot bags,

Rats, Cook Off, Counterfeit, Santa Workshop (I got 2 million exp with around 30 secured bags), White X-mas, and Lab Rats would qualify.

Otherwise, Hotline Miami and Hoxton Breakout are two other heists I would recommend.
