The sound files for the track of course exist in the game files and somebody could make a mod, so that you can also use the song in other heists.
Maybe there already is a mod for that but I haven't looked it up yet.
Edit: Found a mod that replaces Clowns Are Scary with it.

Haven't tested it, so no idea if it really does work.
Sadly only usable on that heist and is integrated with the Sound eFFects setting and not the Music setting. Meaning you will have to hear it if you want the rest of the game sound too.
But if you want to use it in main menu etc. I think you can use it if you have Payday 2 Soundtrack DLC or B-Side soundtrack. I don't know which one can let you use, but it's one of these 2 for sure.
Owning the soundtrack gives you ALL soundtracks plus newly released soundtracks without buying the dlc for the songs (except the soundtracks the require you own payday the heist), its a really good dlc that i recommend peopel getting, as well as the highest quality ones available on your pc.
