It basicly means what the loadout is like as a whole, say a sniper build would be a build based on long range snipeing and taking down specials, proc means activating, when 65% chance to proc a crit really means 65% chance to get a critical hit.
Running means what build you are currently using, also means sprinting.
These words are in many diffrient games, you are just playing the wrong ones, builds are heavily used in MMO games like WoW and other things and running is a general word used by people who use English although not very common.
The stuff in payday 2 tends to be well...mostly exclusive to payday.
Though ones like "Build" in the example you gave are used in a lot of games besides payday. Surprising you haven't ran into it until now.
Both running and proc and a lot more are general terms, but there's some few unique ones.
For example: "When my skill procs i get +80 damage for 15 seconds."
i also use it because its the best word to decribe skills like trigger happy ACE and bloodthirst ACE.
the best deffinition i can give is.
to "proc" is to activate an ability using another ability or specific action.
E.G.
"i need to proc Bloodthirst ACE to get 50% faster reload speed by getting a melee kill"
this would normaly be shortened to something more like
"i need to proc bloodthirst"
