It reduces the -3 detection to +1 dodge ratio to -1/+1, meaning you only have to reach 25 detection to get the max effectiveness instead of 5 detection. You can run some of the larger guns like the Raven, akimbo Heather, even the GL40 or China Puff GL. 5 detection limits you to just a suit and usually a trio of pistols, or guns stripped to the bone/Ghost skills.
