It's insanely useful, but I agree that it should be in a different spot. Making it mandatory to travel up that subtree is silly, because it can be distracting and disorienting to some heisters.
How does this 'throw you off' when you start moving 30% faster? Does it also 'throw you off' when you can sprint around the map while shooting and reloading without ever taking your finger off shift? Probably. But you'll learn how to shoot again. That's really what this comes down to. Expect -everyone- to have this skill, because it's an amazing skill.
Dodge builds moving -slower- sounds like a pretty stupid idea personally. When your armor gets broken, you take cover. You take cover faster with this skill. The only way this skill could 'throw you off' is if you're moving while firing. You know, the -least- accurate way of firing your gun by default. So it's throwing off sometehing that is already thrown off by a lot.

I will admit one thing though, frankly I feel this would have fit better in Mastermind since it stacks with Inspire speed, but at the same time it doesn't look like all the buffs are supposed to be there.
This skill was CLEARLY placed so low on the tree because ICTV and heavy armor in general are still SLOW. Now, if someone chooses those, they aren't AUTOMATICALLY left behind by their speed demon team.
I'd like to hear someone complain more about the fact the AI can no longer handle the speed at which players move, but no. Lets complain about Second Wind.

if you cant accept the speed boost either get used to it as it honestly isnt "sanic omg im bumping into walls 24/7" or make a mod to remove the bonus from you
if the speed boost made you miss a shot and you died because of it im sorry but you shouldnt have been there in the first place learn better positioning
still dozers and cloakers can be run from for a sec or two expecialy with 30% speed boost
also stand still for a sec if you really need to get that shot out stop moving so much

Anyways. no 30 % doesnt apply to mousemovement, that for look/aim only but i do use keyboard to move my toon so its not really a question is it?
But a not uncommon situation is something like this;
Cops turn off the power and you see the window of opportunity to run n turn it on. Unfortunatley you stumble into a dz just as you take a corner and in the middle of the spin to dodge him the 2ndwind procs.
You have no chance on earth to adjust to that during the time it useually takes to turn around run. Especially not if a sheild gives you a tiny push into the reiling of the stairs
That evade-action is more or less musclereflex, and yea.. 30 % is a big deal there
I'd change ace to maybe give more dodge when armor is broken instead of team effect.
I gotta say though: I had fun running Second Wind ace and damaging myself entire heist to give my team speed buff xD.
It's a huge hinderence to certain players who don't like it, much like 100% faster scope speed. It should be a choice if the player wants it, like run and reload.
I think it should be swapped with the silencers = more concealment ability in optic illusions.
The second wind should be where the 45% chance not to be targeted is, and the 45% chance to not get targeted should be the ace of the bottom tier skill.

You don't need 30% extra speed to get to cover, since even with a max speed build you should always be able to get to cover in less than a second, no matter where you are.
Why on earth would a turtle carry a heavy bag when literally anyone with anything but an ICTV would do it more efficiently? It seems that all of your reasons to validate this effect are based on rewarding bad play in general.
As for Inspire, that's something people will use when appropiate (eg; pushing the enemy line, moving bags, getting to an objective), not sometthing that will randomly trigger when you are fighting.
