@OP create a new steam account, login to it. Sign back in to your current account, click steam > Settings > Family > you should see the new steam account in a list, check the box and click authorise this computer, click ok.
Sign back in to the new account and your games library will be shared to the new account.
All achievements will be locked, he will not use your save game.
Any mods that you have installed will be running on his account also as the files are stored in the payday 2 folder and the DLL is set to hook in at launch.
the only thing he will not be able to do is add friends, he can join the steam group but will not be able to enter the chat room as that requires a $5 purchse on steam as does adding friends.
Obviously you will not be able to play online together even if you have 2 computers as when one person is playing the game it blocks out the other person from playing too, for that you would need to buy a 2nd copy of payday 2 from the steam store.

What's really great about Family Sharing is that it can actually give you promo items that other people have. For example, because my brother owns Hotline Miami 2 (he bought it just for Jacket...), I get access as well.
