Shotgun + Armor build
I am in need of some ideas about how to setup a good shotgun build viable in higher difficulties. No akimbo or Dodge builds tho, as I think the akimbo shotguns are lame and I prefer heavy armor builds.
The only thing I really need is advice on what primary and secondary to pick + how to mod them. I own every DLC btw

Use anarchist or armorer and just armorgate your way to the green. :2:

As for weapons, maximize your weapon's endurance and effectiveness. What I mean by this is simple; if you have a ton of ammo in your gun but you can equip a mod that sacrifices a bit of ammo in exchange for a lot more damage, you should get it.

Shotguns, however, don't need accuracy... at all. This is because of an in-game mechanic called "spread", which increases as your shotgun's accuracy decreases. Higher spread makes it easier to hit enemies, which in turn makes the weapon more effective than if you had a much higher accuracy rating. Also, you don't need to hit all your pellets to do the highest potential amount of damage; one pellet is enough.

It's a good thing that you have all the DLC, as it'd make hosting certain DLC heists and making functional builds a lot easier. Finally, because you don't want to use akimbo or even dodge, you may try the Saiga-12 (IZHMA 12G) or AA-12 (Steakout 12G). Really any shotgun works if it's not the GSPS.

Is anarchist worth it when using heavy armor? I've read somewhere that it is mostly used with light ballistic vest etc.

I would also like to know what kind of ammo works best with those guns, since I can't go for a crit build because of the heavy armor.

With ICTV (Improved Combined Tactical Vest), Anarchist and some skills, your armour rating will buff up to a steady 400.4 points. Due to the fact that you're using an armour build, it's recommended to at least get basic bullseye; however, if you can afford it, get aced bullseye.

Generally speaking, 000 Buckshot rounds is the best type of ammunition for most weapons with an optional ammo type, most prominently shotguns. It's just more damage without any downside. The difference between the DLC and free 000 Buckshot rounds is that one is in unlimited quantity while the other is only obtainable through methods like the end-of-heist PAYDAY screen, Crime Spree, and Offshore Payday.

You'll probably want an anti-shield/long-range sniper weapon, though. This is why you'll be equipping one of your weapons (usually your secondary) with HE rounds. I recommend putting them on the Judge.

Since you seem very knowledgeable, may I ask something off topic?
I am currently infamy level 7 and am willing to climb even higher. Should I prioritize the infamy skills that reduce the amount of skill points I need in certain skill trees (the ones that are available with infamy lv 2) or did you just went for the and coolest looking rewards/most bonus exp?

You're willing to grind (climb), so this is mostly your own choice. Anything more than the skill point reduction bonuses are merely cosmetics.

Most players got the skill point reductions as soon as they can, which means they're done at infamy 5. I, however, initially got the exp bonuses and some masks, eventually getting the last skill point reductions at around infamy 15 (XV).

Getting your levels back again is easy, especially after infamy 10 (X) when your exp gain is substantially large and, therefore, making your criminal career easier. Diamond Store solo stealth on the highest difficulty you can choose is guaranteed to get you about 40 levels if you secure all available loot. Optionally, you can also do Crime Spree, although it's quite cheesy and not everyone like players who got from II-83 to XXV-100 in a couple days at the most.

TL;DR: Cosmetics and exp bonuses above infamy V. You want to grind? Go for it. If not, then I advise staying at your current infamy level.

HE rounds are tickle blasters.
DB rounds kill whole rooms full of swats and shields with one round.
You want high ammo, low accuracy for dispersal of fire.
